Shannon W. James Sr. is President and CEO of Aerotropolis Atlanta Alliance, where he leads efforts to drive economic growth around Hartsfield-Jackson Atlanta International Airport. A former commercial banking executive, James brings over 15 years of experience in finance and regional development.
Under his leadership, the Alliance has expanded from 5 to 15 jurisdictions and launched multiple affiliated organizations to strengthen regional competitiveness. Named one of Georgia’s most influential leaders by Atlanta Magazine and Georgia Trend, James continues to champion inclusive, transformative growth across South Fulton and beyond.
Shar'ron W. Russell
GUEST SPEAKER
Shar’ron W. Russell is the Regional Economic Development Manager for Georgia Power’s Metro South region, where she leads strategic initiatives to support community growth, business retention, and new industry recruitment. With over 25 years at Georgia Power, her expertise spans marketing, engineering, and infrastructure planning.
Russell holds degrees in Mechanical Engineering and Business Administration, and is a graduate of Leadership Clayton, LEAD Atlanta, and the YWCA’s Georgia Women’s Policy Institute. A committed advocate for youth and education, she also serves on the board of Create Your Dreams, a nonprofit focused on breaking generational poverty through academic support.

Gerald McDowell is the Executive Director of the ATL Airport Community Improvement Districts (CIDs), where he leads efforts to enhance safety, infrastructure, and economic vitality across South Metro Atlanta. With over 30 years of experience—including 18 in IT—McDowell brings a unique, data-driven approach to community development.
Under his leadership, ATL Airport CIDs have secured over $100 million in grants and funding. A sought-after speaker and nationally recognized leader, McDowell serves on several regional boards and has been named a Georgia Titan 100 and Notable Georgian by Georgia Trend.

SHARON SUBADAN, MPS, ICMA-CM, CPM
Sharon D. Subadan is City Manager for the City of South Fulton, bringing over 30 years of executive leadership in government administration. Known for her results-driven approach, she has led teams and managed multi-billion-dollar budgets across major counties and cities, including Miami-Dade, Montgomery, and Albany.
Subadan is a credentialed city manager and certified public manager with a master’s from The George Washington University. A Harvard Kennedy School alum, she’s recognized nationally for driving operational excellence, public-private collaboration, and strategic growth in complex government systems.
